Rahm Emanuel, the White House chief of staff, is resigning to run for mayor of Chicago. Emanuel is expected to leave the White Houseb immediately and open his campaign to succeed Mayor Daley's six terms. Robert Gibbs would not comment on whether Emanuel is leaving, but the president would make personnel announcements. Gibbs added that Obama's relationship with Rouse is one of "complete loyalty and trust". Emanuel long had voiced interest in the mayor's job, but vowed that he wouldn't challenge Daley. When Daley announced that he would not run for re-election, speculation swirled that Emanuel would leave the White House, where he plays a large role in domestic policy, politics, war strategy and communications.
